Mining Sector Reforms in India: Accreditation for Prospecting and Mining Plan of Coal

The Ministry of Coal, Government of India has taken steps to regularize prospecting work of coal and lignite and preparation of mining plan through accredited professionals. A need is felt from government side to explore potential coal and lignite bearing areas through Prospecting License cum Mining Lease (PLML). Since, coal mine blocks are to be auctioned soon, an amendment through gazette notification is brought mentioning detailed procedure of prospecting and mining plan work and engagement of technical persons.   

The government has through amendment dated 29th May,2020 has notified norms for standards in prospecting work, reporting and preparation of mining plans for coal and lignite blocks with approach of conservation of minerals, zero waste mining for meeting sustainable development goals(SDG)
The Amendment:
The "Mineral Concession (Amendment) Rules, 2020"  dated 29th May, 2020 by the Ministry of Coal sets specific guidelines for prospecting operations, preparation of geological report and Mining Plan of Coal and Lignite mineral block  in India through well laid system of accredited professionals  in the field of 
-             Prospecting work and
-             Preparation of Mining Plan
The accreditation is to be obtained from the QCI NABET (The Quality Council of India–National Accreditation Board for Education and Training) (http://nabet. qci.org.in/). The details standards and procedures are specified in Schedule VI of these rules. 
The Missing Factor:
In setting up of accreditation standards the government has not taken into consideration of the qualified technical manpower available in the private sector, it failed to acknowledge that in recent years the prospecting work carried out by private agencies has added more mineral resources and reserves of various minerals than the government agencies. Hope the government will consider this fact in future and allow private sector participation also.


The Future Prospects and Redesigning of Syllabus at University level:
These amendments about the accreditation of professionals can be seen as a positive step towards quality work in the field of prospecting and mining plan preparations. To leave professionals from private sector to qualify for project coordinator and Technical Area Expert is unfortunate.
These is need for young professionals in this field as the work portfolio is broad which will help students of geology and mining related fields better job opportunities not only in India and abroad. The time has come to modify the collage syllabus in accordance with the requirement of Industry because sooner or later non coal mineral prospecting work will also need services of accredited geology and mining professional. The type of work requirement given in the below tables gives enough input for universities to redesign their syllabus which is need of the hour. This is more required in the field of Mineral Exploration, Mineral Economics and Mineral Legislation.

Expected functions :

The Project coordinator should be thoroughly aware of Prospecting methodology, requirements and be familiar with the guidelines of report preparation, MMDR Act, Prospecting rules and all relevant regulations and its Amendments. S/he must have a clear concept and thorough knowledge of prospecting and Prospecting requirements. S/he should share this information with other team members.

Geophysical methods comprise of measurement of signals from natural or induced phenomena of physical properties of sub surface formation.

Various physical properties that are made use of in different geophysical techniques are electrical conductivity, magnetic susceptibility,density,elasticity & radioactivity etc.
